Could try and pull the lower unit and then see if the motor turns over, it will determine if it is the power head or the lower unit.
It seems to be locked up. It won’t pull with the rope, and you can’t turn the prop in forward or reverse.

Check for spark at the plug. That old motor uses points. If no spark check the condition of them. Gap should be .020
