Just my thought. If you moved the linkage and got nothing more, you’re probably getting all the RPM your prop will allow. The motor can only turn it so hard. Dropping a degree in pitch may get you more rpm but not gain any speed. Weight balance is key in smaller lighter boats too. My Carolina Skiff had a 4cyl, 2stroke 40 hp and trimmed and light never made 30. The taller prop I had, both stainless, made 30 but was very slow coming out of the hole. It didn’t like very much weight and wouldn’t plane with an extra person in the boat. Just some input.

pretty big boat with a pretty small motor , upper 20 range is max on it for sure , 25 ish is likely the normal speed when it is trimmed right with 2 people and gear .
a different prop might get you 3 to 5 mph more with the wind to your back , said might , will likely never top 30 though in my opinion .

That is a good rig but noted for being underpowered. The crappie don't notice it tho.
