Last question everyone, if I take the cylinder out, what is there to stop the lower unit of the motor from swinging forward and knocking the transom?

Part #17 in below link is what stops the motor from going forward on the bottom. No cotter pin on it, it has a nut securing it on either side.

Thanks for all your help everyone!! I dinally got some time to look at the motor and start taking things apart this weekend. At first inspection, before I even got the assist cylinder off, I see my release cable is frayed and shot. I have the cylinder off and a new cable on order. Hopefully my only problem is fhe cable. If not, I will start going down the checklist.

Thanks everyone for all your help. My dad will have to run without the cylinder this trip. But at least a fix is on the horizon.

I have an old mercury that has to be left in gear to be able to manually lift it up. Put it in neutral and it will not lift up at all

Always try to keep things lubed back there.
Growing up, Dad always kept the tilt unlocked on the small outboards so when we hit something the motor could swing up. Anytime we needed reverse, we would "Put a hand on it" on top of the motor to keep it from tilting up, usually just for short backups or turn a rounds. An old habit I will always use on small outboards...
However, with the little motors on a saw horse and foot in the drum, we always locked it then!
