Could be a few things. First check that the pee hole isn't stopped up with trash. Depending on where you live there are dirt daubers that loves building nest in places like that. If the water pump was changed prior to you noticing this then I would be sure to check that the water tube going to the block was connected properly. You could also drop the lower unit and place in a container full of water and spin the crankshaft and see if water is pumped out.

    Poppet valve, most likely.

Remove the grates from the lower unit and make sure that passage is clear going up to the impeller.

Also remove the lower unit, make sure the water tube is installed properly and the seals are in good shape. I like to stick a garden hose in the thermostat housing and flush from the top down. The passages get smaller as you go up, best to flush it from the top dislodge anything.

The poppet valve is a possibility.

Are you checking the motor in a barrel or on muffs?

Always good when it's and easy fix. Mud dobbers like to fill up the tattletale hole and the bilge pump outlet around the house
