Default troubleshoot mercury 60 HP 4 cylinder

I have a 2008 pontoon that has a 2008 mercury 60 HP , 4 cylinder that I have had no issues what so ever until last trip out ,we started trolling crankbaits right off the trailer for about 3 hours and only put it in gear to move us up to 2.5 MPH, during that time wife made a comment about the boat sounding like it was running rough to her , which of course I blew off , after lunch we decided to cross lake so when i went to full throttle and the best I could get was 9 mph ( 17 normal ) I tried multiple times to get it running to no avail so I shut it down unscrewed sight glass and pulled gas filter which looked pretty dirty , pumped ball while filter was off to make sure it was getting fluid to filter which it was so I replaced old filter and sight glass pumped up ball and fired it up , tried a couple of more times but no joy so I put it on trailer and now I need to fix it or get it fixed and I know enough about outboard motors to fit in a thimble so here is my starting list to possible fix's
1 ) start with fuel filter and replace it
2 ) check spark plugs and replace

any suggestion would be greatly appreciated

Check for a strong spark at all plugs. Compression?

If 2 stroke , idling for 3 hours( wow) never heard of that. The spark plugs are probably fouled.

Do your above mentioned, add a can of Seafoam and run dat suckka up the river wide open at warp factor two like Mr. Sulu for a half hour or so. After you get back, look at your plugs again, wouldn't be surprised if they need cleaned again.

My 2013 175tf had fuel issues that turned out to be the fuel cap not letting air in. I’d replaced all lines ,filter to no avail as it had wiped out the fuel pump. Good luck troubleshoot mercury 60 HP 4 cylinder
