Has it started since you changed battery ?
Bullet, I removed the cover, grabbed the gear and spun to where it started to engage the flywheel. When I let go, the spring would not push the gear back down. I did this multiple times. So I figured the shaft was gunked up. Cleaned it up some and put some lube on and so far hasn't been a problem. I understand you are saying in may not be spinning fast enough for the gear to overcome the spring and engage?
Any idea on how much a dealer/service shop would charge to have the ECM scanned for the fault? I'm guessing it wont be as cheap as taking your vehicle to Auto Zone, etc. to get a OBD II scan.

Turn key on ( don't start) wait 2 mins. Once solid alarm goes off. Then wait. Count beeps. Disconnect all other wires from battery and tape them together pos. neg. or zip tie them. So you know what goes where. Install only the two big wires going to motor Then turn key on and see if u have alarm. You have eliminated all electronics that u have connected to battery. It's new to me that after 2004 all faults codes, give solid alarm. I work on boat's everyday.

I've had the new battery about a year and a half. This problem just started. But, it did start (the motor did) after 2 or 3 tries and then no alarm. Now, I didn't leave the key turned on, so maybe it would have not been a continuous alarm, could have been beeps. Of course now everything is fine - I've started it a couple of times while in the garage - no alarms. Go figure!
