    It's the water pressure line like Sliderman said. It has a ferrule behind the nut that crimps/seals when you tighten it. Take the nut on the left loose and wiggle the plastic line with some pliers. It'll come out and in most cases is reusable.

    I would spray it with AeroKroil, let is soak overnight, and take it apart the next day.
    Are you referring to the bleed/check valve system identified here as items 10, 11 and 16?

    Default Looks like this to me

    I believe its a street tee in the water port with a plug in the rear and a compression fitting with plastic tubing on the side. If you take the nut off of the compression fitting and then wiggle the plastic line at the ferrule (brass ring), it should come loose and be reusable for the next engine or reassembly.

    Looks like aftermarket water pressure plastic hose.
    What year ,model. Is that a inline 6 or 4 ?
