What are your running for a prop makes a huge difference with a jackplate, many props do not run well close to the surface..
Like some have said, sounds like it needs dropped down a little. When you get that right, the hydrofoil will nail it.
Don't be surprised at how sensitive the response will be while tilt/trimming the motor.
Shortly after installing my hydrofoil, I installed a new trim sending unit and gauge to keep from twisting around to look so much.
It is actually amazing. Most boats I have ran without hydrofoils were OK if the trim was just "Close".
Mine is a Stingray, by the way.
For adjusting trim I use my GPS on my depth finder to find the sweet spot.
I tried the cold water last year at 48degrees. Once is enough.

USCG plate should tell what hp boat can have. Maybe u are under powered.?

If it's a glass boat ?
