Sounds like you got a defective bulb or it's sucking air somewhere.

    +1

Might want to try it with just hose and bulb only to see if the bulb is even working....testing it like it was a transfer pump.

There may be a need for additional information to figure this out but hold the primer bulb vertically with the arrow in the up position while trying to prime. The check valves are designed to operate in a fluid environment and do not function properly without a fluid present. Holding it vertically will help the check valves seat until fuel is pulled into the system. If that doesn't correct the problem, you are most likely drawing air from a bad pickup tube or fitting. (It may also be useful to state that if you can feel fluid in the primer bulb but it simply won't firm up, your problem may be elsewhere.
    I'd rather be fishing.

    This 100%.

I would try dumping a little gas in the primer before returning the bulb. There have been times in the past where I had to work the primer below the tank to get a siphon going before it would pump.

You can also try removing the line on the primer outlet, squeeze the bulb, and stick your thumb over the outlet as a check valve.

If it has quick connect at motor. Pull quick connect off hose, squeeze bulb then put your finger over hose end, release bulb. Bulb should pull fuel after about 4-5 times.

The quick connect seals off the fuel so this will not work no where for the air or fuel to go.

I work on boats. Probably replace 3-4 a week, have to do that about 90% of the time

U put your finger over end of hose after bulb is squeezed, letting no air in when bulb pulls fuel
