Has it always been this way? Did it just start? If so have you done anything to it recently? I’m thinking it should have a electric controlled choke/enriched circuit controlled by pushing in on key while cranking. My 04 Yamaha 50 can be hard to crank at times when first starting. It hates the choke function even in coldest weather. I have found when I get to lake, trim motor down and pump bulb up hard a couple of times then when I launch it starts much easier.

Best thing to do would be to take it to a good mechanic, which of coarse could be pricey.
Next best thing is to buy a can of Gumout carb cleaner at an auto supply store.
When it fails to start as it should, remove the cowling, and spray some Gumout in the air intake.
Then it will start, probably every time. Don’t leave home without it. Lol
Im told it’s not advisable to do with 2 stroke engines.

The Honda Caraveo models are cold blooded. Can take up to a few minutes when cold. Just squeeze primer a few times until hard, choke, and crank. The carbs may need to be rebuilt. The jets have very small orfices. There’s are good tutorials online about rebuilding them. There is a carb manual printer by Honda that is invaluable when rebuilding.
Good reliable engines...just cold blooded
SoCalAngler, thanks for the info, I don’t think this motor has a choke, there is a fast idle lever that you use when the motor is warm ,what the Manual says?

Check this out and see if your carb has a #18. Called a Bystarter automatic. Appears to be an enriched. Being automatic I’m going to guess it kicks in either when your cranking or when you push in key switch. Betting it’s supposed to work off cranking circuit. Might pull it and pull spark plug wires off then have someone crank while watching that valve for operation.
