This is a two way switch that lights up when it is turned on, and it isn’t working. It has four wires connected to it, with an orange wire that is hot. So if I’m getting power to it, why isn’t the light coming on when I push it up?

Maybe something corroded? Who knows, it looks old, put a new one on there and be done with it.

Pull the panel off. Should have spade connectors on the back. Pull them off one at a time and slide them off and on to clean up connections. They could be loose, corroded or bulb cold be burned out.

Light is probably burnt. It requires a ground connection on the switch to have light operation.

So if the light is burnt will that cause the switch not to work?

Switch will work without light. Is that a 2 position switch or 3?

If you checked the orange wire with a meter, you might have a weak power connection at the fuse block. Will show voltage with no load but not enough current to operate pump. Check voltage again and operate switch. See if you lose voltage in the on position.
