The engine will pass anything that can get passed the exchanger. If it's clear, your problem is in the outdrive or head.

Ok so i do not have a heat exchanger goes straight from the outdrive up to the t stat housing and branches off from there I have pulled the hoses off to check to see if there was anything blocking the hoses and nothing so at this point it is either the impeller or head.

Water pump on the front of the engine?? I had that problem with an old 4 cyl OMC. It turned out to be a break in the rear housing. I can't remember the proper name for it.
What I did find after digging deeper into the issue is, I’m sorry for not knowing the proper terms, the small 3/4 rubber hose, guessing water intake hose, was not attached and was flapping in the breeze. Somehow the clamp either rotted or when my dad took it in before I bought it from him he had the bellows and gimbals all replaced. Possibly they could’ve forgot to tighten it and over time worked its way loose.
I tried using a traditional worm drive hose clamp to attach it but there is not enough room to get the clamp in. So know the only thing I can think of is using one of the spring style clamps.Attachment 346042

You have two water pumps. The automotive style on the front of the engine and an impeller that is located on top of the lower unit, half way up the outdrive. You will need to disconnect the exhaust bellows in order to access the connection point for the hose. Reconnecting the bellows can be tricky without the proper tools but is much less important.
From what I can wrap my head around it appears that the hose coming from the impeller up to the inside of doghouse is not attatched
