Pitot tube for your speedometer. Someone cut the tubing that connects it to the gauge, so I'm guessing your speedometer isn't working in the dash?

Oh yeah, the magical pick-up tube for the speedo. Magical, because all you had to do was drill a larger hole in the pick-up and your boat ran faster.
