Take it apart and check it. There may be something binding up the impeller.
I have an 04 Tracker Panfish. Bilge pump has started to blow the fuse as soon as it's turned on. I read in an earlier post it's somewhere behind the batteries. The livewell pump is working so I'm figuring there are just the 2 pumps so I guess I'll feel the livewell one vibrating and it's the other one. Any tips on steps to self diagnose? Thanks
Sometimes not easy to get to but not always hard to fix. I had a 2” crappie tube bind mine up once, and another had been left on without water and burned up before I bought the boat. Some are cartridge type and just snap in place.

Take the cartridge out, and look it over.
Had a zip tie get in mine once, and a small fish bone once.
After I got out what was binding it up worked great.
