    I'd suggest contacting an auto paint store and asking them for their advice. Find a good auto body shop and ask them who to talk to at which paint place. Most parts stores have a paint guy. Most of them don't know enough about paint to have an opinion, but they're still gonna have one. That plastic is very hard and slick. You'll definitely need to sand/scuff it to help give the paint a mechanical bond, but it's going to be impossible to scuff down in that grainy texture. You'll need something to help give a chemical bond too. There's lots of painted plastic parts on automobiles...

    Made for adhesion to plastics. Have used before and works well, available in many stores both big box and automotive.
