Default 25hp tohatsu electric start problem

So I have a 1998 motor and today the motor wouldn’t start Push button and one light little click then nothing. Changed batteries still same. Used jumper cables and hit starter and it popped up and tried to start motor. So is the solenoid my problem? Grounds appear to be ok. Fuse good. All wiring looked tight and ok. Where do I start?

Find where wire from starter button goes on solenoid. Jump from battery to that post and see if it engages the starter. If not then most likley solenoid. If it does then it is probably push bottom. Please watch hands around flywheel and starter Bendix while doing this.

It could be that the starter motor brushes were not making good contact. Could be worn down or springs worn out.

Turned out to be solenoid and bad battery cables. As I told mechanic I guess 20 years on the cables and solenoid isn’t bad
