I’m having problems after a long 6hr ride to go fishing I backed my boat in the river and it wouldn’t go in reverse. After driving it down the river a bit ,it would go in reverse. The next morning it wouldn’t go in reverse until I rode it for while then it went in fine. I don’t know what this sounds like so I checked the gear case oil and this is what it looks like y’all tell me what ya’ll think. Is this amount of metal shavings normal.

that gray in the oil could indicate water getting in also.

Looks like excessive metal shavings to me also.
Those metal shavings can get into the seals and cause problems too.

Normal or not normal, all depends on how long it's been since oil was changed. If it has been a couple of years I'd say normal unless you have chunks. If changed in last 12 months I'd say not normal to have that much wear. Agree with WBF that it appears to have some water mixed in. I would get a bottle of cheap gear oil, mix me up some 50/50 with diesel fuel. Fill it with that run on muffs in forward and reverse at idle for about 5 min each. Then drain for awhile. Fill with oil and do same thing a couple of times to finish flush. Check plug every time. Then I'd fill it up and go to water and see how it does. If it does ok I'd give it 2-3 trips then drain and check again especially for water. Could have leaking seal but that metal looks for the most part to be wear material from the shift dogs.
Not good will require a tear down to check all the bearings and gears and replace damaged parts
It may be cheaper to look for a used one

How long has it been since it was serviced and are you bad about slow shifting? Knowing what the in neutral idle speed is on that merc may also shine some light.
I'd rather be fishing.
It may also be prudent to know if what you are saying is that the shifter will not move into the reverse position or is it going into the reverse position but all you are getting is clatter noise with no solid reverse.
