    On this one, which I believe is a tohatsu powerhead, it grounds at the starter.

    It doesn't say seapro anywhere on it, that doesn't mean it isn't though.
    When I was researching for parts, I couldn't find parts diagrams that matched what I was looking at. I think it has a different carb on it.

    Ok, that's a mercury block. You threw me off when you said possibly a Tohatsu.

    The carb needs to be removed for inspection. Check the primer circuit that I described earlier. Also, in regards to the fuel pump. The gasket that goes between the carb body and the plastic piece. There were two gasket choices in the new carb kit. Both fit that location and are very similar. If the wrong one was used, it will flood the motor out.

    I'm not convinced that the original problem described was in the carb, but either issue I've mentioned with the carb will cause your current symptoms.

    Originally, fuel was leaking from the primer diaphragm. Had to buy the kit to get it. I definitely haven't ruled out I put it back together wrong. What bugs me is , fuel line was disconnected and plugs removed, cranked, replaced plugs, starting fluid was sprayed in carb, still no start.

    There are a number of things that could cause a no start condition on that motor. The ignition system is a rare design that has an electronically controlled timing feature. It's recognizable in the pic. They aren't reliable and often move the timing out of the operational zone. Mercury got away from that design quickly and went back to the more proven mechanical controlled system. I would concentrate on getting the carb checked first and move on from there.
