Hope you get it figured out.
I'm sure you will.
Worse case scenario, it's an impeller.
I've been buying/ trying to fix 2nd hand motors since I can remember to get 1 or 2 of my children in the water with me....
I'm never successful.
Where I'm at, I can catch fish by looking at the water in my backyard or lack of, then making a few short drives to diff launches to look at the water.
Just push the paddle boat in the back of the truck n go to the spot I know will work.
Time for that to change.
If you can get a 150 going, which I know you will, hopefully I can revive a 25!

I've had 3 boats, all kept outside & covered, and never had a dobber nest anywhere on the motors. I have had yellow paper wasps make a small nest on the underhang of the gunnel (slightly covered by the travel cover) on my current boat ... but, when I uncovered the boat & discovered it they were gone, so I just pulled it off and threw it away. There were some "starts" to dobber nests under the lip of my livewell hatch cover, but I got to those before they were finished.
On my 1999 Merc 90hp, the peehole is no bigger than a #2 pencil lead ... and I think a Dirt Dobber's head is bigger than that.

Let me add my .02 cents worth in here if I may, got my early model 5.5 hp evinrude out and cleaned it up and put in in a barrel to fire it up also. the pee hole was not squirting water either, just replaced it last year too. checked it for dirt dobbers, and did not find any. was looking at the engine confused.and looked at the cover where the thermostat was at so just for grins I thought I would remove that cover. Found the water passage was compleatly blocked right at the thermostat.cleaned that out.I was just fixen to remove the lower unit, but by doing that saved my a lot wasted time....
