I don't have a tracker but bilge pumps are normally in the back of the boat as low as possible.
Trying to find the general location of the bilge pump on a 2003 Bass Tracker Pro Crappie. I suspect mine is bad and have no idea were to look for it.

On my '06 Tracker PC 175, the pump is located on the port side of the aft compartment behind a cover that closes out the side wall. There are two other pumps visible but they are for livewells.

... is usually in the sump well (lowest section of boat flooring bottom, under the big motor) on boats with false bottoms (those with raised floors/decks).
The Bilge Pump is the one that has a plastic tube that runs to a thru-transom outlet, that's above the normal waterline. Before you replace it, take the top off of it and clean it out ... especially if the incoming line hole does not have a screen on it. Turn the impellar by hand, to make sure it's free to spin. If that doesn't work, check or test the wires/connections/fuses that run from battery to pump.
Replacing a bilge pump is a DIY job, and relatively cheap ($15-$30). Your boat probably has a Rule or Attwood bilge pump ... probably around a 500 gph (gallon per hour) pump capacity.

Hopefully its a Mayfair type cartridge pump where just the impeller and motor part of the pump can easily be twisted out and replaced if necessary. These are great pumps.
