I had older 70’s 25hp envinrude that wouldn’t run with cowling on. Remove cowling and it run screaming down the lake. It would idle and run about half throttle all day long but bogged wide open. It had an exhaust leak too.

You probably need to go through the whole fuel system
Clean gas tank out,all new fuel lines,add a fuel water separator filter and then rebuild carbs.
The last thing you want to do is rebuild carbs and then have them get contaminated again.
