    The best you can afford. Avoid the cheapest ones. They don’t hold up well.

    Depends on the temp. Warm rain or cold rain, hard rain or light. I don't like getting too overheated, and my ole bones hate the cold...But I'll have to agree with two of the above answers, Gore-Tex, and/or in the house...
