Can someone explain the citation part?

Many states have citation programs for fish that are considered trophy length in that particular state for each specie. In TN it is referred to as the TARP......Tennessee Angler Recognition Program. The states that have these citations all have their particular name for the program.

Years ago Va gave us real nice wood plaques for the citation. Guess it got too expensive for them as its just a piece of paper now. Fish qualify by being over a certain length or weight. For Crappie its 15" or 2 lbs.

If you get citations with enough species, you can get a Master Angler award.
