I don’t think there is any way to know per se. It comes down to having an assortment and trying different styles and colors with different weight jig heads, varying your presentations and finding what the fish like on any given day.
How do you decide whether to put on a baby shad, joker, curly tail, paddle tail, beetlespin, hair jig?

What matters most is depth and speed. Color, body shape, and body type are all secondary considerations.
Gimme the wrong bait at the right depth and speed every time.

Shad will always flicker on the surface except for the cold cold months and then I'lluse my electronics to find them.....A lot of times I'll check areas to see if there's active bait flickering on the surface which tells me there's something down there chasing them.....A finicky full crappie can be enticed to eat a small bait..... Small baits not only catch small fish but big'uns also.....

You have to fish them to find out what will work consistently on the waters you’re fishing. Each style may have their day but you have to find the style they prefer by consistently getting on the water. Try the ones that match the baitfish on your waters first then go from there. If not gettin bit but you see fish there, change. Don’t waste time fishing something because you like the way it looks. Let the fish decide.
i try to imitate the bait they are eating if i can , but finding bait without electronics is something that you might need to learn well.
birds and the water surface and wind and wave action are things a person on the bank needs to watch CLOSELY !
deciding what to drop is like stated above several times a roll of the dice
if you can see the bait and the size ,go with something similar to that first .
if not try something that is highly visible in a not to big or not to small size .
and in the end its hard to beat a minnow size bait in pearl white as a first drop bait
