All good info so far, but I’d like to add my opinion. No lever plug should be used as a drain plug. Many things can happen to knock the lever open and then things seem to happen fast in the wrong direction. Twist in plugs are all I will use for my primary plug, T handle to tighten and secure it. Had a lever plug get knocked open once in rough water and come out of the hole. We stopped, looked at the water, then had to find the plug that had been rolled around for a bit. We did OK but I took a lesson from that. Twist to tighten plugs never get knocked out, just forgotten. I’ve done that a few times. It’s part of my process before I leave the house, but I’m not perfect.

I always adjusted mine where it is snug when pushing it in then it would be tight when the lever was folded down. My bass boat I have to install the plug from the out side so I use the plug that has to be tightened to compress the rubber. That way the lever is not sticking down to hit anything. I always keep a spare plug in the boat never know when it might be needed.

I appreciate all the replies and I was able to resolve my issue using my new drain plug. The screw being in was my problem

In my opinion you would be making a huge mistake to insert the plug from the outside. All it would take would be a small stick, stump, or even water pressure to flip the handle and then you’d be in a mess.

The idea behind that law is that it lessens the chance of transferring invasive species of plant, animal, or organisms from one body of water to another.
