They use to charge to launch at them here in Pennsylvania too. A few years ago, they quit charging to use them. Thinking that the point was made, that we pay taxes for them, so we shouldn't have to pay to use them.
Are all COE lakes free to launch your boat this year?

They still charge at the few ramps on Sam Rayburn Lake that they maintain. Many of them aren't maintained any longer and they don't charge there. The county owns two ramps and they charge for them.
In KY the COE had suspended launch fee collection until tomorrow ... owing to the Corona Virus & the resulting "rules of conduct/gatherings". Not all lakes under the jurisdiction of the COE only have "pay to use" launching facilities, but those other facilities are not maintained by the COE, either.
I'd suggest calling the regional office of the lake(s) in question and ask if the launch use fees have been removed for the rest of the year, or not.

The COE here suspended the launch fees and day visits temporarily and told me my year pass was good until I think January ? It actually expired though last month I think and they told me I couldn't use it anymore ,but not to worry because it was free to visit during the day . They said the new ones will be coming out in 2021 ,but the first time we chatted about it they said I would get a new one in October . The rules seem to change with the seasons in this new uncharted territory .
BTW at 63 you can get a life time boat launch/ day pass for about double a yearly pass cost .
