Back off the brush and cast a jig with spinner from 30 feet or so away and let it fall to them. Try bumping it just over their heads . If that doesn't work, cast it to them and as you get to them, shake the snot out of that jig and then lift over them. In other words, create a reaction bite.

Thanks to everyone for your responses. You provided a lot of good info for me to consider. For an update, I decided to incorporate a couple of different ideas in these responses. We switched to plain light wire hooks baited with minnows rather than jigs tipped with minnows. Also went with more of a moving approach, rather than finding brush piles/stake beds and fishing straight down on them, I slowly trolled over and around them.

We didn't exactly tear them up, but we did manage to put some keepers (and a lot of smalls) in the boat the last couple of days. At least enough to get a decent family meal out of. Also what was interesting, after switching to this new approach we started catching a LOT of other species...a few keeper and a lot of small white bass, quite a few eater size catfish, tons of yellow bass, and an occasional largemouth or bluegill. All together for 3 or 4 people we went from 4 or 5 fish total in a morning to 60 or 70 (that's all species, keepers and dinks, together). Even if we didn't bring in a haul of keeper crappie, as the "guide" for the weekend I was glad that I got to provide action of some kind for my dad and a couple of people in our crew who are pretty new to fishing.

Kentucky lake is one of the lakes i have had to use minnows to get a consistance bite in the summer. use lighter line and smaller hooks with little weight a foot up the line.

Small jigs has been the ticket for me working the bottom near the structure with a little action but not much..... Look for slacked line or added weight..... Not many moons affect my bite but this one sure has...... This is what keeps me chasing these fish..... You better have your thinker working and ready because as soon as you think you have them figured out, BAM they done changed patterns yet again......

Since I have started using livescope , I have seen what you describe on multiple occasions. The fish move to the bait but
don't commit . Changing size or color has seldom helped. The only technique that has worked ( and not every time) is
pitching the bait past the target and let it swing past the fish. I have had a few days where this was the ticket, could not
get bit otherwise. I will still say 90 % of my bites come with me doing nothing with the jig ( dead sticking )

    good luck

Don’t see where anybody advised to use scent. Whether on live bait or jigs, try adding a squirt of slab sauce or crappie nibbles to your bait. If I’m having a tough day, I got to a 1/32 head unpainted and downsize my bait by nipping about a third of it off and fishing it under a bobber really slow. Can’t even use two poles most days.

Tough days when I knew the fish were there. Head scratchers fo sure. I downsize and play the color game, usually with enough success to make me happy. As most folks here know, I go really small. Windy days I can’t play that game so I relocate to calmer conditions, usually in another area. Somewhat new to my game is scent, and it’s changed the day more often than not. My two cents.

totally true , i was under the impression he was minnow person , but if it were me i would scent up hard and almost always do .
i have watched fish on livescope rush a bare jig in a pack and just look at it and all back off and not bite
and add a crappie nibble and watch all them same fish rush the jig and have one hammer it everytime versus NEVER ever with a bare jig .this much i seen over and over one day when we played lets see who what and why with them .

Bite windows vary somewhat and to be sure the bite is Very light right now . Thumps are a pretty much a thing of the past until the water starts to chill again
Couldn't have said it better !

Best days: cloudy/partly cloudy and especially with impending rain/ front (like yesterday with the 2" that fell where I am)
Window for me has been between 8:30 - 1 pm

    Suggestions:
4-6 # test for best subtle lure action and slow presentations key (my pref is braid).
Black has been producing in green water but other colors (some with glitter) have also been producing. Soft plastic colors used : pumpkin and green pumpkin with green flake, chartreuse with chartreuse flake(fine craft store glitter applied with glue)
Beetle Spin with light jigs and plastics with curl tail or straight tail have been producing.

Again, the key is subtle lure action at the slowest retrieve using the reel handle to impart slight lure motions. Here are a few that got me 2 dozen fish in 2.5 hours before heavy rain drove me off the lake:

(I use a 6# test fluorocarbon leader for spins)
The curl tail above also caught fish with no spin attached.

Depth and the presence of fish of different sizes found on sonar is an important indication a food chain. Small fish only indicates larger fish somewhere else.

Jig weight matters big time ! 1/16 oz ball heads (shown) allow for a slow speed and subtle lure motion at any depth. Pause & drop, pause & drop, pause & drop except for spins which are more of a steady retrieve.

Note: fish go deeper with bright sun; shallower in the water column with clouds and are more active (strike prone). Weeds and pockets have helped me target fish just hanging out and prone to a reaction strike noted in one reply.

Once fish are found that strike, I put out a buoy marker and fan cast all around the boat but especially where the first or second fish was caught. In water under 6' this can save the day.

Tough bite requires the above IMO, but it seems that crappie have a tighter window vs other species like the ones you caught.
