Not me. Cast it out, reel back slowly. YMMV
I was watching Steve Comalander and he can put it on some crappie. At times he really puts a lot of action on the jig.
Do ya'll put that much action into your jigs? Just wondering.
The late, great Charlie Brewer on jig action (starts at about the 3:00 mark):
I jig according to what the fish want , some spots and some days they want it hopping like a grasshopper other days dead still and all points in between.

I “twitch”. Been doing it for a lot of years and it puts around 2000 crappie every year in the boat for me. I’ve also stood literally shoulder to shoulder with guys doing steady retrieve and they match me fish for fish. So one would have to say both methods work. I’ve twitched for so long I literally can’t keep the rod still.

I fish imparting very little extra action on the jig, but the fish definitely have days when they want more action. If I can figure that pattern out early enough I have tricks up my sleeve.

Lure action is determined by-design, angler imparted or both. A curl tail has a different action on a slow retrieve than a spike tail unless used vertically with a heavy enough jig. A spike tail, thin wide tail or hair jig can be used with any kind of retrieve and rate of retrieve - especially slow with pauses and reel handle starts. The most action I give to a jig type lure is bottom jigging or in the case of a mini-stick, twitching with pauses mid-depth.
Slow-with-pauses I use 95 % of the time but that may change now that I'm catching more fish with the overhead spin (Beetle) which is usually retrieved at a steady moderate speed or when trolled. Been getting all kinds of fish with it.
