Ok guys...ichabod got it and also P-row...ans a couple others I think had it figured out but didn't say.
It was P&V Bait Company, Joliet, ILL. and the name of the lure was the Red Wing Blackbird.

Dang that thing woulda caught anything that looked at it with all those hooks.

I had an uncle that taught the prisoners how to make cloths at Joliet State Penitentiary. He was a tailor. Broke his back during the riots there back when.
