Default Monday Morning Fishing Trivia # 32

Around 1940 a man in Chicago designed a unique tandem style lure and went into business manufacturing them. They were only available in a few colors. As far as I know he only produced this one lure. What was his name ? And what was the name of this one of a kind lure ?
I will give a hint later on today and give the answer tonight.
I have spent most my life fishing........the rest I wasted.
