As for the toon. Everybody has an opinion, but every situation is different.
So this is my 1st approach if possible. Kill them with kindness. Be nice. And then, invite them to your church. He'll cool off quick, give you the shirt off his back if you need it. See, people that act like fools don't know what to do with kindness. They don't see much of it. He naturally assumes your just like him. I get futher tearing down walls than I do putting them up. But that's just me.

I hear this often from bass fisherman making excuses for passing stationary fishermen while on plane. Of course these same people get extremely mad when somebody does it to them when they are on the trolling motor fishing.
When I see that I will be passing several hundred yards from an anchored fisherman (or using trolling motor) I go off plane far enough back from them that my wake coming off plane does not disturb them. I then idle by at a slow speed so I don't generate a wake. I am not in that big a hurry to risk causing somebody a swim in the lake just so I can get to the next fishing spot a few minutes earlier.
As to your question, it probably would not do any good to call now as there will no proof of what happened nor his condition. Had you taken a video while it was happening and at the ramp my opinion would be different. But regardless it is a tough call to make and I understand why you did not call at the time.

Anyway, coming from a me as a retired LEO, you did the right thing. NEVER confront unless your life is in danger, and then you better be well armed and well trained...better to report it, and stay healthy. Just my two cents, FWIW...

I wasn't to the yakers yet. there are always yaks out on this water. I always slow to no wake when passing them. so I wasn't going to blast past them at all. good enough for ya?
snakeater, im always well armed and shoot every month. this world mandates it! IMO you never know when or where your going to need it. I tell my friends that don't carry every day, the old saying" you cant use it if you don't have it". you just never know anymore.
ketchn, the kids didn't even know anything was going on im sure. no words were spoken and the driver was the only one to see my friendly gesture, since he was 4ft away from me. lol

I had the same kind of experience with a large houseboat in KY this year. They kept a course towards the shore as I was motoring along slowly looking for suspended Crappie and structure. I am not even sure there was anyone at the helm. At the last second they whipped back out into the main lake. My little 175 Tracker wouldn’t have fared well but I was right on the shoreline and wasn’t going to turn into their path.
