    At a local gravel quarry I fish, they have placed somewhat of the same idea. Plastic barrels float a plastic grid. On the grid are bales of straw, hay, etc. Some of them are free floating and some are anchored. YES... the fish move in and out constantly. Your idea should work in the same fashion.
