They’re legal in Arkansas too. I’d say they’re more than likely legal in more states than they’re not.

Legal in Iowa. Expensive, but legal. Only state that I am familiar with that bans them is Minnesota.

Goldfish are not legal to use as fish bait in Wyoming, but Wyoming is very restrictive on the use of minnows for bait.
