Run any bait you want, use a cork to control depth.

As Rees mentioned, ANY bait will get you to the depth you want to be. The reality on diving is in the "Setback". As in, how much line distance from where it enters the water to the bait. As Rees pointed out, it could be as simple as running your desired distance (setback) and then attaching a cork to ensure the bait cannot use any more line than that "Setback".

Instead of a cork, we use planer boards. Exact same principle but with a twist. It takes your baits out away from the boat. So, Pico, Arkie, Rapala, Bandit, Flicker Shad, Hot n tot, reef runner, will all dive from 0. All of them have different terminal depths (where they plane or level off) but all of them will run from 0 to a certain depth!
