I can't imagine you would have any issue with any rods not in the water actively fishing. Lots of the bass guys would have many times that many on board at any time.
So in my state we are only allowed to fish with 3 poles per person. My boat is set up so that my wife and I can have 6 total poles going while we are spider rigging. My question is am I allowed to have more poles in the boat just in case we want to do some casting instead of trolling? Or, are you only allowed to have the 6 total in the boat for 2 people? Thanks in advance.

You can have as many as you'd like.
I don't think any state regulates how many rods you can have IN you boat. They can regulate how many lines are in the water however. Here in MA, we can only use two rods per angler OR one rod per angler if using two jigs on that rod! This is why we can't spider rig!

Any poles over the number allowed are considered devices. In Il that means you need your name and address on each pole. Use the return address labels you get from DU and the like Cover in clear finger nail polish. I have never been called on this rule but it's on the books Check with your DNR peeps
