You can use almost any kind of container:

Coolers, Tupperware tubs, deepfreezers, etc. but the importatnt thing is to keep the water cool and clean.
I personally use a working deep freezer with a temp control to cycle the freezer power when desired temp is reached.
I made my filter out of 3-4" PCV (cannister type) that fits all 3 types of filtration material. A Supreme Mag pump to pump the water through it and plain old PVC with holes in it for the spray bar. A smaller Rainbow Quiet One pump for extra circulation and a couple of air sticks glued to the bottom hooked up to a common air pump for aquariums for extra oxygen.

I got out this summer and hit garage sales til I found 2 aquarium tanks with filters..........a 100 gal and a 55 gal tank.........
paid $50 for the 100 and $20 for the 55 tank........dont think I could build one much cheaper.
I buy minnows by the pound here in Texas and they keep quite well in the fall/winter/spring but not too good in the
    summer with the hot weather.........
I love to fish, eat and cook but not necessarily in that order!

I found a complete 20 gallon aquarium on the side of the road. My granddaughter got the tank for a school project and I got the double hang over style filter. I have it mounted on a 15 gallon starch barrel.
The other day the filter pump stopped running. I was telling my son about it. He pulled the impeller out and cleaned hair or something off the shaft. Reassembled and it's working again.

If you plan on keeping any qty of shiners for any period of time with less hassle I'd go with a 100 gallon tank. Most plant nurseries will have them. If you don't spend a little money I wouldn't bother with a tank because you'll lose too many. Suped up aeration, and drain/refill the water 2-3 times a week and you won't have an issue. My tank stays avg 62-70 degrees year round and we have 110 degree heat indexes in the summer. Get the right amount of air pressure and the water stays cool. However if you make sure you keep the water clean/filtered, they'll live in high temps.

    A`quick tip on tanks....

With any tank it is best to have a short long wide tank, than tall skinny tank. You want as much water surface area as possible for origination.

    Cheers
