I contacted Tville ACOE here is the reply...
"Originally the plan was to develop the Ashes Creek Boat Ramp similar to Chowning or VanBuren, but the funding was cut and what you see is the initial progress they made. The government went as far as purchasing the easement for the undeveloped road leading to the boat ramp but was never completed."
