I don't get it. They hold GRL at 25'+ over summer pool all winter and half the spring. Now they are holding at 3.3' over summer pool.

According to their FB page it looks like they held back the outflow in order for the river below the dam to not be "raging", so that canoes & kayaks could run the river more safely during the holiday weekend (4th July). Then they got several inches of rain before the 4th weekend so they're running low flow during the day & jacking it up during the night.
I think Barren, Nolin, & Rough all empty into the Green before it gets to the Ohio, so they have to do a balancing act on how fast each of those lakes can empty and not flood areas along their way.

I follow that pretty closely for the green and ohio. Sometimes you can sort of figure out what is going on with the lakes by watching the forecasts. They'll let a crest move on down river then start easing water out of the lakes. Green and Barren are the worst about holding over summer pool. I have heard (100% hearsay so don't throw too many stones at me) that COE has little to no easement below Barren to flood and as such they are very careful about sending water down it.
The last rise from the rains back two weeks ago was high but got out very fast.

I also saw this on the GR COE FB page : (which might also have some bearing on why they don't/won't keep Green drawn down to pool)
"The U.S. Army Corps of Engineers announced yesterday that more than 30 people lost their lives to drowning in June at lake and river projects the agency manages. The June statistics represent a 47 percent increase in drownings over the same time period last year. USACE also reported that nearly all the drowning victims were adult males between the ages of 18 and 85 and were not wearing a life jacket at the time of the drowning."
In any event ... it's a stark reminder that wearing a PFD can save your life.
