Probably because of flooding down stream. Lots and lots of flooding on lots of rivers.
I've been doing really good out of rough the past few times when the lake level was 8-10 ft below summer pool, I've been keeping an eye on the lake level and it has been 1-2 feet over summer pool for a whole week. Does anyone know why they are not drawing down the lake back to winter pool?

I would say it's the same reason that KY Lake is having the discharge scaled back and going to summer pool this weekend......all about managing downstream river elevations and reducing as much property damage as possible.
The Ohio River in Paducah is just now cresting at a hair over 48 ft.....just a foot and a half below the point where they have to start installing the flood gates in the flood wall. Rough and KY Lake both drain to the Ohio.
Not to mention that they're dumping at about 7000cfs from Green River Lake ... and the Green River (below the lake) is where Nolin, Barren, and Rough all empty into before it empties into the Ohio River.
Rough is only 2ft above Summer Pool, and Nolin is 5ft over, while Barren is 20ft over, and Green is 20ft over.
And FYI ... they are pulling Rough at around 2100cfs.

They usually hold back water till the Ohio gets better.
That's why these lakes were built in the first place,
to control flooding.

It's doubtfull that you will see Rough 8-10' below pool this year with them starting to hold water on March 15 for summer pool and more rain the in the forecast next week.
Flooding down stream, it's really bad.
