    Default Snagging Carp on Ky/Barkley?

Is it legal to snag on the lake side of these impoundments?

A striper umbrella rig outfitted with 4 10/0 treble hooks and tipped with little jig bodies sounds like you are trolling for "stripers " to me

From the KY Fishing & Boating Guide

TENNESSEE RIVER from Kentucky Lake Dam downstream to confluence with Ohio River The area from Kentucky Dam to the new U.S. 62 bridge will be open to snagging 24 hours per day from January 1 through May 31. From June 1 through December 31, the area is open to snagging from sunset to sunrise. The area of the Tennessee River from the new U.S. 62 bridge to the I-24 bridge is closed to snagging year round. The area from the I-24 bridge to the confluence with the Ohio River is open to snagging year round.

Hope that helps. I however have snagged carp accidentally while casting for striped bass.

No but there might be ways to get around that. A video was done a few years ago below Barkley Dam using spoons with oversized hooks. I’m sure the same thing could be done ABOVE the dams under the pretense of fishing for yellows. I would think a yellow would hit a 2 oz 8” spoon with a 10/0 treble with tinsel on it. If it hung in the side of an Asian carp I can’t imagine anybody would care.

Foul hooked game fish would have to be released immediately.

Yes. In the best condition possible. They do ledge fish bass with some of those spoons and don't seem to snag many sportfish from what I've seen. So may not be a big issue with foul hooking gamefish
