Lowering lakes & using rotenone is futile, since the Ohio/Mississippi River complex would be unaffected, and the carp would simply return to the lakes they've already invaded.
Also, killing ALL the carp would shut down the newly created processing plants ... and it would take a few years before the commercial netters would have a viable crop of rough fish to market. And the use of chemical or biological agents would probably render the carp "unfit" for consumption, again causing problems for the processing plants & commercial netters.
Bighead Carp live for around 9yrs
Silver Carp live for around 20yrs
Neither can reproduce in a body of water without current, but shutting down the locks would create an economic problem that may be more costly than the country can afford.
I see no easy solution to this problem, if there even IS one.
