I don't smoke but do try to keep a lighter on my boat in case have to built a fire.

My experiences in these conditions is that this courtesy is seldom observed.

Been in the water in winter while fishing. All those heavy clothes wet I couldn't pull myself back in the boat and no ladder.
I hand over hand made it to the back and stepped on the motor cavitation plate and used the trim button to lift myself out of the water and crawled over into the boat.
Quite possibly saved my life I was weak as a baby by that time.
If ya don't have a ladder it will get ya in the boat.
