Sounds like it was all privately funded. I believe K-State will most likely get the nod for aquatic management but doubt it will ever be open to the public for fishing or hunting unless they turn it over to the State at a later date. Sounds like from the article that all help was voluntary and they most likely purchased their own fish but it wasn't clear on that. Here is a link for pond management from the State. It is not clear if the Biologists can assist in management but possibly so even though it is a private enterprise.

Its also someone's private property. They lease the mineral rights then when done restore it and turn it back over to the landowner. Wish I had me a chunk with a bunch of limestone. My place has sone but not enough.
