Wish I knew, but I know some know how. Years ago I worked at a store that sold appliances and such, but every year they would get a guy come in to sharpen scissors for people!

The scissors I bought lasted a long time, but I use a few pairs and have one that I use on hair and cutting hackle, then I use a separate pair on chenille and thread. I did have to replace the ones I used o hair and I did replace my original ones I used for chenille and thread, but was more of a like over gone dull. I have been at this for somewhere around 14 years. The last pair I bought were not cheap one, as they were the Dr. Slicks Razor Scissors and I have had to tighten the screw once.

I use a Work Sharp tool for sharping.
A lot of hardware stores and sewing machine shops also do sharpening.

My favorite scissors are cheap and found at Joann fabrics while waiting on the wife. Beveled tips let me get in close. Fiskars sell a sharpener that is 2 crock sticks in a plastic mount that are at the proper angle. They work OK to get a pair back to real sharp but a very fine grit that wouldn’t work to bring a set back that had been cutting paper and such. Paper is really hard on a pair of scissors, will take the fine edge off in no time.
