    What's open
•All DNR properties including state parks, state forests, fish and wildlife areas, nature preserves and state recreation areas. Families will be able to go outside and take a walk, run or bike ride, but they should continue to practice social distancing by remaining 6 feet away from other people. Entrance fees at properties have been temporarily suspended.

Found this link and it defines "outdoor activities" as essential activities, to me this means you are aloud to leave home and fish

    Governor suspends all non-essential work, travel March 25-April 7 | Covid-19 | kpcnews.com

    One paragraph says this

The order does define several examples of “essential” activities and what those are, including: for health and safety; for necessary supplies and services; for outdoor activity; for certain types of work and to take care of others.
