Lake of Egypt freezes up all the time. The hot water discharge just goes out into the lake and then comes right back to the intake all by the dam. It does not go from one end of the lake to the other like Clinton or Newton. SIPC to shut down Unit 4 at Lake of Egypt October 2nd | News | wsiltv.com

Thomas Hill is a power plant lake at while the warm water discharge arm stays open other parts of the lake freeze over quite a bit. so don't assume one would be open water, best to talk to someone who goes there regularly.
