Mininum number of posts to sell items?

Have a couple of items that I'd like to sell but my permissions say that I can't create a new thread in the for sale forum. Is there a min. number of posts required before you can use the forum?

New members post count has to exceed 25 posts + have been a member for 25 days or more before you can post here.
