I have never been on any type of tour boat that the lifevests were not packed away. Bigger problem in this is the tour boat leaving during a severe thunderstorm warning. A horrible tragedy no matter which way you spin it.

Saw pic of boat being pulled out of water and life jackets out hanging on frame members. Looks like they were trying but not quick enough.

The vest were stored on the over head in plain sight but one woman who survived said they wasn't wearing them because they were not told to put them on. I think I would have had one in those conditions and not had to be told.

This is an excellent example of today's mentality! I am deeply saddened by the unfortunate loss of life which in my opinion was unnecessary, however when people do not think for themselves, this happens!
There is a reason people were being told not to put them on at once. In any vessel with a top similar to the one on the DUCK boat the danger is getting trapped under that top when the vessel goes down. The life vest then holds the wearer against the roof and drowns them.
Navy aircrew are taught the same thing when involved in helo ditching, etc. Never inflate until clear of the vessel or aircraft.

I was Navy aircrew and I seen the person on the news talking about getting trapped under the overhead. Don't you think that if conditions were that bad you would at least have your hands on a life jacket? You can't wait till the boat sinks to get a jacket that is stored against the overhead. That many people trying to get jackets underwater would be a real pita. The Caption was at fault as he should have called abandon ship with a life jacket before it reached the point of sinking. Surely he knew it was a lost cause and they were going to go down.
