Default LVS32 Ducer shaft/pole mount angle adjustment?

Mounting a live scope lvs32 on a shaft using the black plastic factory mount. Instructions say to tighten the shoulder bolt to about 2.5 foot pounds so I assume the shoulder bottoms out on the ducer. It then says (tip) you don’t need any tools to change from down looking to forward looking. Assuming I need to manually change the angle of the ducer for down or forward, it seems like an awful lot of force would be needed to over ride the teeth in the mount to change between the two. Am I missing something?

The rubber washer provides some give for the teeth to move.
