In my experience, 5 watt would be more than enough to talk to the gate when locking through.

I fish on the Ohio River which has many locks to get threw. Question is how many watt VHF radio should I have on my Boat.I found small hand held transceiver but they are only 5 watt. Would 5 Watt be enough to contact the Lock Keeper and other Boats on the Ohio in case of emergency?

Agree. I have a cheapo VHF/UHF HT, with extra battery in a WP box, pre-programmed with marine channels. In case I need it .. no locks to go thru around here.
One "problem" with the cheapo Chinese HTs (I have a BaoFeng) is the difficulty/tediousness of setting up your channels. The menus on those devices are not exactly intuitive, and the fiddly keys and small displays don't help. Easy solution: buy the programming cable for your HT on ebay, and downloaded the free program CHIRP on-line to your PC. CHIRP gives you a spreadsheet-style worksheet to edit, save, share, your pre-sets, and then download the presets to the radio.
